During the construction of a building, resource efficiency is an important consideration.
As part of the act, contractors are required to offer certain resource efficiency options when constructing certain buildings. The following requirements also apply to certain new commercial buildings and multifamily residences:

Buildings with floor space of at least 25,000 square feet or 40,000 square feet in more than one building, with no fewer than 25 sets of living quarters or commercial units among them:

The building must be capable of running wiring and installing 208 to 240-volt receptacles for 25 percent of the parking spaces;

The building’s occupants must have 10% of parking spaces that are EV ready, which means they need a 208 to 240-volt receptacle; and

A multifamily building with at least three units and at least ten parking spaces must have:

50% of the units have EV-capable parking spaces;

An EV-ready parking space is provided to the occupants of 20% of the units.
The act applies to the construction of a new high-occupancy building project or to the renovation of 50% or more of an existing high-occupancy building project and to:

A contract executed on or after July 1, 2023, to construct a high-occupancy building project;

The planning of or drafting for the design of a high-occupancy building project on or after August 10, 2022; and
-
The laying out of or construction of a high-occupancy building project on or after August 10, 2022.
Section 3 requires a project to comply with these provisions to obtain a building permit. The state electrical board is required to set standards for waiving the requirement to comply with these provisions for renovations. Local governments that perform inspections may also issue such a waiver.
